UAE Labour Law recognises temporary work as a work pattern for work carried out for a specified period or for a defined task that ends once the work is completed. Contract staffing is an industry term used for defined assignments, project roles and fixed-duration workforce requirements.
Before choosing either option, check who employs the worker, which licensed entity supplies them, which work permit applies, who manages payroll and employee administration, and how the assignment will end.
Temporary Staffing vs Contract Staffing: Key Differences

These distinctions describe common commercial use. They are not a legal test for every workforce arrangement.
Temporary Work Under UAE Labour Law
Article 7 of Federal Decree-Law No. 33 of 2021 recognises temporary work as a work pattern. It describes temporary work by reference to a specified period or a defined task that ends once the work is completed.
A work pattern and an employment contract duration are separate concepts. Current UAE private-sector employment contracts are fixed-term, while the law separately recognises full-time, part-time, temporary and flexible work. The UAE Government guidance on employment contracts and work arrangements explains the current framework.
Businesses can use temporary staffing for employee absence cover, seasonal or event demand, workload peaks, defined operational tasks and other workforce requirements with a set end point.
A temporary work pattern does not establish, by itself, that a third-party staffing agency employs the worker. The employment structure still needs to be confirmed.
Contract Staffing in the UAE
Contract staffing is used by UAE staffing providers for workers engaged for a defined assignment, project or period.
The term is not listed as a separate work pattern in Article 7 of the UAE Labour Law. Its scope therefore depends on the provider and the proposed engagement.
A contract staffing service can cover specialist project roles, fixed-duration workforce requirements or workers deployed through a licensed staffing structure. Employers should confirm the legal employer, licensed entity, work-authorisation route, payroll responsibility and assignment terms before agreeing to the service.

Who Employs Temporary and Contract Staff?
The service name alone does not identify the legal employer.
Article 9 of Cabinet Resolution No. 1 of 2022 distinguishes employment-agency activities including mediation and temporary employment and outsourcing.
Under a temporary employment and outsourcing agency arrangement, the agency employs the worker and makes that worker available to a beneficiary. The beneficiary is the person or organisation for whom, and under whose supervision, the worker is assigned.
Mediation uses a different structure. The agency brings the parties together without becoming part of the resulting employment relationship.
Before deployment, employers should confirm the employing entity, staffing licence, work-authorisation route, payroll process, insurance responsibilities and end-of-assignment process in writing.
Work Permits, Visas and Payroll
The permit route depends on the worker’s status and the employment arrangement.
MOHRE provides a Temporary Work Permit for work connected to a specified task and period. Employers should not assume that this permit applies to every temporary or contract staffing engagement.
Visa sponsorship also depends on the structure used. Before appointing a staffing provider, confirm which entity will sponsor the worker where sponsorship is required and which entity will complete the relevant employment formalities.
The employing entity and service agreement determine responsibility for salary processing and related employment administration. The UAE Government guidance on the Wage Protection System sets out the current WPS framework for establishments registered with MOHRE.
Ask the provider to document the employing entity, permit route, visa responsibility, payroll process, WPS responsibility and employee-administration scope before the assignment begins.
