An Employer of Record (EOR) gives a business a route to employ eligible workers in the UAE through a licensed third-party employment structure while the client directs the work those employees perform.
For a foreign company, EOR can support UAE hiring before the business establishes its own local employment entity. For a business already operating in the UAE, EOR or a separate contract workforce service can support selected roles and projects.
At Nathan HR, we provide Employer of Record services through our licensed UAE employment structure. We become the legal employer for eligible workers, while you retain operational control over their duties, performance and business outcomes. Our published scope includes employment contracts, work permits and residency visas, payroll and WPS administration, leave administration, medical insurance arrangements and end-of-service processes.

What Is an Employer of Record in the UAE?
An EOR arrangement separates legal employment from operational direction. The EOR employs the worker under the relevant licensed structure and takes responsibility for agreed employer administration. The client directs the work performed for its business.
The UAE legal framework uses temporary employment and outsourcing terminology. Cabinet Resolution No. 1 of 2022 describes temporary employment and outsourcing as an arrangement in which an agency employs a worker and makes that worker available to a third-party beneficiary. The worker’s employment relationship sits with the agency, while the beneficiary supervises the work.
Our UAE EOR service operates through MOHRE Temporary Employment and Outsourcing licences in Dubai and Abu Dhabi. Our Dubai mainland employing entity is Dynamic Employment Services LLC, while our Abu Dhabi employing entity is Executive Employment Services LLC.
How Does EOR Work in the UAE?
A UAE EOR engagement can follow these stages:
You identify the role or worker. You define the position, duties, work location, remuneration and intended start date.
We assess the engagement. We review the worker, profession, documentation and work-authorisation requirements against our licensed structure.
We prepare the employment documentation. For an eligible engagement, we issue the employment contract through our employing structure.
We complete work-authorisation and residency processes. Our published EOR scope includes work permits and residency visas under our licensed quota.
The worker joins your assignment. Your managers provide operational direction and manage performance.
We administer agreed employer responsibilities. Our scope includes payroll and WPS, leave administration, medical insurance arrangements, visa administration and end-of-service processes.
The process depends on the worker, profession, work location, immigration status and engagement structure.
Can a Foreign Company Hire Employees in the UAE Without a Local Entity?
Yes. A foreign company can use an appropriately licensed third-party employment structure for eligible workers instead of employing those workers through its own UAE entity.
This does not remove UAE employment or immigration requirements. It changes which entity carries the legal-employer role. For employment under the MOHRE-regulated private-sector framework, the required work permit must be obtained before the worker is employed. The UAE Government explains the relevant requirements in its guidance on work permits in the private sector.
With our Employer of Record service, we issue the employment contract, obtain the work permit and residency visa through our licensed structure, and administer payroll, WPS, leave, medical insurance arrangements and end-of-service processes. You continue to manage the role, duties, performance and business objectives.
This structure can support an initial UAE hire, a small local team, market testing or project specialists. It does not replace company formation where a business needs its own trade licence, local contracting capability, regulated operating permission or permanent corporate platform.
Using EOR for Projects in the UAE
EOR can support companies that need employees in the UAE for a defined project without building permanent employment infrastructure for every assignment.
Potential applications include engineering specialists, technology implementation teams, consultancy assignments and employees supporting a customer contract for a defined period.
Worker eligibility depends on the profession, work location, immigration status and role-specific approval requirements. Assess the project duration, approvals, supervision model and end-of-assignment plan before choosing EOR.
How UAE Companies Can Use EOR or Contract Workforce Solutions
EOR can also support businesses that already operate in the UAE.
If you have identified a worker and need an employment structure for that person, EOR can be relevant. If your requirement includes workforce sourcing and deployment for temporary or contract roles, a staffing service can be relevant. The appropriate model depends on the licensed structure, worker requirement and agreed service scope.
We offer EOR and Temporary & Contract Staffing as separate services. Our staffing service includes sourcing professionals for short-term projects, specialised roles and urgent workforce requirements, followed by agreed employment administration such as visas, medical insurance arrangements, contracts, onboarding and payroll.
